WhatsApp Business API pricing in the UAE, explained in AED
Meta charges for each delivered WhatsApp Business message, at a rate set by the message category and the recipient's country. For a UAE number that means four rates, a few free windows and a rate card in USD or AED. Here is how it works, what changed on 1 October 2026 and why your invoice may differ.

WhatsApp is where UAE customers already talk to businesses, so the question owners ask us most is not whether to use the WhatsApp Business API but what it will cost each month. Meta's pricing is public, but it is spread across a rate card, a set of free windows and a calendar of changes. This guide puts it in one place, for messages sent to UAE numbers, in dirhams.
Every rate, date and threshold below comes from Meta's own pricing documentation and rate cards, checked on 29 October 2026. Meta changes prices four times a year at most, so check the date at the top of this page.
How does Meta charge for WhatsApp messages?
Meta charges per delivered message. This replaced the older per-conversation model on 1 July 2025. Three rules sit underneath it:
- You pay only for messages your business sends. Messages from customers to you are free.
- You pay only when a message is delivered. A message that fails to reach the phone is not charged.
- The rate depends on two things: the category of the message and the country calling code of the recipient's number. The UAE (+971) is its own market on the rate card, not part of a regional group.
Each message has exactly one category, so it carries at most one charge.
What are the message categories?
There are four categories that matter for most businesses, plus a newer fifth one for Meta's own AI agent.
Three are template categories. A template is a message Meta has approved in advance, and it is the only way to start a conversation or write to a customer who has not messaged you in the last 24 hours.
- Marketing: promotions, offers, product announcements, abandoned-cart reminders.
- Utility: updates about something the customer already asked for or bought, such as an order confirmation, a delivery update or a payment reminder.
- Authentication: one-time passcodes for logging in or confirming an account.
The fourth is service: any free-form reply (text, image, document, location request) sent while a customer service window is open. That window opens for 24 hours each time the customer messages you and resets with each new message.
Meta decides the category of each template when it reviews it. A template written as an update that reads like a promotion can be categorised, and charged, as marketing. That is one of the most common reasons a bill comes in higher than planned.
The fifth category, Meta Business Agent, was added on 1 July 2026. It covers replies written by Meta's own AI agent and is charged by tokens rather than by a fixed rate: USD 2.00 (about AED 7.35) per million tokens, with a typical message using roughly 20,000 to 25,000 tokens, by Meta's estimate. Replies written by your own team, or by an AI tool you run yourself, are service messages.
What does each message cost for a UAE number?
Meta publishes the UAE rates in its rate card, as a downloadable file per billing currency. The current card took effect on 1 October 2026. These are the list rates per delivered message to a UAE number, from Meta's AED card, with the USD card in brackets:
- Marketing: AED 0.2115 (USD 0.0576). The UAE marketing rate went up on 1 October 2025 and again on 1 October 2026.
- Utility: AED 0.0576 (USD 0.0157), before any volume tier.
- Authentication: AED 0.0576 (USD 0.0157), before any volume tier. A higher authentication-international rate of AED 0.1872 (USD 0.051) can apply to high-volume senders based outside the UAE, once Meta has notified them that they are eligible.
- Service: AED 0.0576 (USD 0.0157), charged only after the monthly free allowance described below.
How do you convert the rates to dirhams?
The dirham is pegged to the US dollar at 3.6725. Multiply the USD rate by 3.6725 to get the dirham cost per message. Meta's own AED card can differ from that sum by a fraction of a fils. Fils matter here: at these rates the cost of one message is a fraction of a dirham, and the total only becomes meaningful at volume.
You can also be billed in AED directly. Meta has offered AED as a billing currency since 1 April 2026 and publishes a separate AED rate card. The currency is chosen when the WhatsApp messaging account is created and cannot be switched later, except through Meta's currency migration process.
Do volume discounts apply?
Only to utility and authentication messages. Meta sets volume tiers per market and per category; once your monthly count of charged messages passes a tier, messages within the next tier are cheaper. Counts are added up across all messaging accounts in your Meta business portfolio, include only charged messages, and reset each month. Marketing and service messages have no volume tiers.
What is free?
Until 1 October 2026, most replies were free. Here is where things stand now.
- Messages from customers to you. Always free.
- The first 1,000 service messages per number, per month. From 1 October 2026, each business phone number gets 1,000 free service messages a month. Unused messages do not roll over, and the count resets at midnight in your messaging account's time zone. From the 1,001st, service messages are charged. Service messages had been free since 1 November 2024.
- Utility messages inside the 24-hour window: no longer free. They were free from 1 July 2025 to 30 September 2026 and have been charged since 1 October 2026.
- The free entry point window. When a customer messages you from a Click to WhatsApp ad on the Android or iOS app, and you reply within the customer service window, your reply is free and opens a window of up to 7 days. Inside it, marketing, utility, authentication and service messages are all free. Meta Business Agent replies are still charged.
One practical point: if your messaging account has no payment method, Meta delivers service messages up to the free 1,000 and then stops delivering them. A support line that goes quiet mid-month is usually a billing set-up problem, not a technical one.
How do you estimate a monthly bill?
You do not need a spreadsheet model to get within a sensible range. Our WhatsApp cost calculator runs these steps with the current UAE rates, or work through them yourself for one month:
- Count marketing templates you plan to send to UAE numbers. Remove any sent inside a free entry point window. Multiply by the marketing rate.
- Count utility templates: order confirmations, reminders, delivery updates. These are charged whether or not the customer has a window open. Multiply by the utility rate, and apply volume tiers if you send enough.
- Count authentication messages, if you send passcodes over WhatsApp.
- Count service replies per phone number. Take off 1,000 for each number. Multiply what is left by the service rate.
- Convert to AED at 3.6725, if your rate card is in USD.
- Add your provider's charges (see the next section) and VAT where it applies.
The two numbers that move the total most are usually marketing volume and the category your reminder templates end up in. If a reminder is categorised as marketing instead of utility, it is charged at the marketing rate.
Why might your invoice not match Meta's rate card?
Most UAE businesses do not pay Meta directly. They reach the WhatsApp Business Platform through a provider, and the provider invoices them. The figure on that invoice can differ from the rate card for several ordinary reasons:
- Per-message markups. Some providers add a margin to every message on top of Meta's rate.
- Platform fees. A monthly subscription, per-seat or per-number fee sits alongside message charges.
- Prepaid credit. Some providers sell message credit up front, at their own price per message, and may add a top-up fee.
- Currency conversion. A provider billing in AED from a USD card may use its own exchange rate rather than 3.6725.
- Categorisation. Templates recategorised by Meta as marketing are charged as marketing.
- Free allowances. The 1,000 free service messages are per phone number. Several numbers on one account each have their own allowance; a provider that pools or ignores them will show a different total.
- Time zone. Monthly counts reset by the messaging account's time zone, so totals may not line up with a calendar month in Dubai.
None of these is wrong in itself. What matters is that you can see each part. Ask any provider for a breakdown by category and by month, at Meta's rate, with their own fees shown separately.
How does Zapelite show the cost?
Zapelite is the WhatsApp Business API platform we build in Dubai, as a Meta Tech Provider. UAE accounts default to AED. It syncs Meta's published rate cards and shows message costs broken down by category, with cost per template and, for campaigns, cost per delivered message and per reply. Broadcasts are paced to Meta's sending limits, with quality guards that protect your number's rating. Its own site is zapelite.io.
If you are designing a WhatsApp flow and want to know what it will cost before you build it, that is part of our WhatsApp automation work: we map each message to its category, count it, and price it in AED before anything is sent.
What should you check this month?
- Payment method. Make sure every messaging account has one, so service replies keep flowing after the free 1,000.
- Template categories. Review your utility templates. Anything promotional in tone may be charged as marketing.
- Click to WhatsApp ads. If you run them, check that your replies go out inside the window, so the 7-day free window opens.
- Billing currency. If you are on a USD account and want AED invoices, look at Meta's currency migration process.
- Your provider's invoice. Ask for Meta's charges and the provider's fees on separate lines.
WhatsApp is still one of the cheapest ways to reach a customer who has asked to hear from you. The costs are predictable once you know which category each message falls into, and which windows make it free.
